In its 0.11-era explanation of Runecrafting, Jagex described Law Rune Anima Vents in most ruins and in some locations above ground. This gives you a general direction for exploration. It is not a map of every vent, and it does not establish a guaranteed node at a particular landmark.
Keep chests in mind
The same developer explanation says Law Runes can also be found in chests. Vents are therefore not the only channel described. Treat these as places to look rather than a promise of a fixed amount each time you visit.
